Learning objective: Analyse and evaluate refurbishment measures and their effects in a municipal context.

Scenario: Many cities are modernising their public buildings to save energy and reduce emissions. A good example is the energy-efficient refurbishment of a town hall - this saves costs and supports climate protection.

Task: Analyse a real example of a town hall renovation and create a profile for it that contains the following:

  • Building: year of construction, energy consumption (kWh/year), condition of building envelope
  • Refurbishment measures: e.g. thermal insulation (façade, roof), replacement of windows, modernisation of heating systems
  • Objectives: expected COâ‚‚ savings, reduction in energy consumption, reduction in operating costs
  • Financing: funding programmes, municipal budget funds
  • Time frame and project participants: duration of realisation, offices involved, planning offices, executing companies
  • Monitoring and success control: Is there an energy management system? Is the success of the measures reviewed?

  • What support was needed?
  • How could your municipality benefit from this?

Simulation game: City council decides on mobility concept

Learning objective: Experience municipal decision-making processes and adopt different perspectives.

Scenario: Imagine your city council is discussing a new mobility concept to promote cycling. Various interests have to be taken into account.

Task: Carry out a role play in groups. Each group takes on a role. Develop arguments, discuss and vote. Take on the following roles, for example: Environmental representative, parents' representative, citizens' representative, retailer, chamber of commerce, transport planner, mayor.

Procedure of the business game:

1. role preparation (15 min): Each group considers its position on the planned mobility concept. What are the arguments in favour or against? What does the respective interest group demand?

2nd debate (20-30 min): All groups come together in the "city council". First, each group presents its position (2 minutes). This is followed by a moderated discussion.

3. vote: At the end, you vote on a joint concept. 

4. evaluation: Reflect together on how the decision was reached. Was there an agreement? What compromises were found?

Poster campaign: Our town hall saves COâ‚‚

Many climate protection measures are not visible - but they are important. With a poster campaign, you can show what your municipality is already doing or could do in the future to save COâ‚‚. Such visualisations are not only informative, but can also motivate others to take action themselves.

Task: Design a meaningful poster that is suitable for the entrance area of the town hall or school. It should contain the following elements:

  • 3-5 measures (e.g. PV system, LED, insulation, bicycle parking spaces)
  • Images or icons for visualisation
  • A meaningful headline or slogan, e.g. "Our town hall is getting climate-ready!"
  • Short info texts on the expected effects: e.g. "Saves 12 tonnes of COâ‚‚ per year"

Present climate protection measures creatively, present them clearly and communicate them in a way that others can understand.
